Expertise effects:
Windfury (yellow I believe, technically)
Stormstrike (yellow)
Lava Lash (yellow)
Flametongue weapon (a dodged attack does no FT damage, also yellow)
Indirectly Maelstrom Weapon (dodged attacks cannot proc a MW charge)
Ounce for ounce Expertise is one of your absolutely best itemization values until you hit the dodge cap. Trading it for armor pen when it would get you below the dodge cap is a DPS loss unless the item is so much better it makes up for it without the armor pen. The hit rating is actually a good point. If you are not spell hit capped, then it gets weird.
TL;DR: Ignore those shoulders unless they will spell hit cap you (13%) and you can make the expertise cap somewhere else.
