PTR build 10083 official patch note updates

The Patch 3.2 PTR has been updated to build number 10083, and with it comes a list of interesting changes to the official patch notes -- some not-insignificant class changes (Wind Shock not sharing a cooldown with other Shocks, Earth Shock no longer interrupting), a buff for Val'anyr, and lots more. - Arenas
- Beginning with season 7, players will no longer have access to the newest season's weapons or shoulder armor and will not qualify for the Gladiator title/rewards with ratings from the 2v2 bracket alone. Ratings obtained through 3v3 and 5v5 game play will be required for these rewards, while the rest of the newest season's items will remain available to players in all brackets (standard rating restrictions still apply).
- Items: General
- Resilience: No longer reduces the amount of damage done by damage-over-time spells, but instead reduces the amount of all damage done by players by the same proportion. In addition, the amount of resilience needed to reduce critical strike chance, critical strike damage and overall damage has been increased by 15%.
- Death Knight
- Blood of the North: Reduced to a 3-point talent. Increases Blood Strike and Frost Strike damage by 3/6/10%. There is now a 33/66/100% chance whenever you hit with Blood Strike or Pestilence that the Blood Rune will become a Death Rune when it activates.
- Druid
- Swift Flight Form: Druids who have acquired a mount able to go 310% flight speed will now also go that speed while in this form.
- Hunter
- Snake Trap: The Mind-numbing Poison effect has been reduced to a 30% increase in casting time, down from 50% to match similar effects.
- Mage
- Mirror Image: Images will no longer trigger the death sound when their time expires.
- Paladin
- Shield of Righteousness: Now deals 100% of shield block value as damage instead of 130%. In addition, the benefit from additional block value this ability gains is now subject to diminishing returns. Diminishing returns occur once block value exceeds 30 times the player's level and caps the maximum damage benefit from shield block value at 34.5 times the player's level.
- Shaman
- Earth Shock: Redesigned. This spell no longer interrupts spell casting, but rather reduces melee attack speed by 10% for 8 seconds (exclusive with similar effects such as Thunder Clap).
- Wind Shock: Has been renamed Wind Shear and no longer shares a cooldown with Flame, Frost or Earth Shock.
- Maelstrom Weapon: Now also has a chance to reduce the cast time of Hex.
- Warrior
- Shield Slam: The benefit from additional block value this ability gains is now subject to diminishing returns. Diminishing returns occur once block value exceeds 30 times the player's level and caps the maximum damage benefit from shield block value at 34.5 times the player's level.
- Engineering
- Flying Machine: The level requirement needed to learn how to build and use this machine has been reduced to level 60, down from level 70, and the engineering skill level reduced to 300, down from 350. Material costs reduced.
- Items
- Tome of Cold Weather Flying: New heirloom item. Players who have reached level 80 can now purchase this book for 1,000 gold from Hira Snowdawn, the Cold Weather Flying Trainer in Dalaran. Similar to other heirloom items, this item can be mailed to other characters of the same realm, account and faction. The book is consumed when read training the character in Cold Weather Flying. Requires level 68.
- Val'anyr, Hammer of Ancient Kings: This item's stats and level have been increased to match the power level of healer weapons coming from the Coliseum 25-person normal difficulty instance. In addition, each time Val'anyr is equipped, Blessing of Ancient Kings will be placed on a 45-second cooldown before it can occur.

If you have a mount that can go 310% (like any of the gladiator mounts, the phoenix or the purple protodrake), your flight form will go at 310% speed rather than 280%

I call shenanigans on that. If you have a specific mount that can go 310%, then you should need to get on it to go 310%. Now if there was a function in-game where a Druid could give up a 310% mount to gain the buff to flight form, that would make some sense... but this essentially allows a Druid to gain two 310% mounts for the price of one (and one is instant cast, at that).

It also means they "lose" the 280% version, so its a trade up, not "getting a second mount".

I also call Shenanigans, but for a different reason. If we had any indication this was coming, my Druid would have been much more interested in that stupid Violet Proto Drake.
Now I'll have to wait until next year's Fire Festival if I want to increase my Swift Flight (since that is the only way to get it unless you Raid, which I don't)

I was interested long before this change. This doesn't change it. The Violet Protodrake is a freakin' cool looking mount.

Nah, as a Druid I didn't see any reason to ride a mount when I could fly, even if it was faster. Plus, I don't care for the way Proto Drakes look.
But now, after half of the holidays have passed, they tell us "oh yeah, if you had bothered to do this, we'll improve one of your best skills."

Blizzard just gave a major boost to swift flight-form, one of the best druid abilities, and the QQing is coming from - druids.
Talk about an unpleasable fanbase.

This isn't right. Whats the connection between their 310%mount and their natural ability? If they do this than everyone with a 310% mount should have all of their 280%mounts increased as well.
Its a great move and all and I am happy for Druids, but there is no logic here at all. This dragon can fly at 310% so I should be able to now to?

Don't get me wrong, Sonja, I appreciate the buff to Swift Flight. Like many Druids I know, I don't collect flying mounts because Swift Flight is simply awesome (especially as a Herbalist.)
So 9 months ago, when everyone started going ga-ga over the holldays to get the Violet Proto Drake, I ignored it. Had I known then that getting it increase my Swift Flight speed, I would have chased every one of those titles down.
Much like Death Knights who cried that they couldn't get complete the Meta until the end of 2010 unless Brewfest was changed, I am now a year away from getting this awesome buff.

how many Druids do you know that actually fly any other mount when they have Swift Flight at their disposal? This change was, I believe, intended to make Druids actually care about obtaining a 310% mount. Speaking only for myself, I had no interest in one before today.
Hmm...I wonder if there is a way to find out how many of each class have been getting the holiday titles?

I agree that every character with a 310% mount should have all their 280% mounts increased. But this is better than nothing. Maybe that's a direction Blizzard will go eventually, infact for those hoping that Blizzard would go in that direction, including myself, could take this as a good sign.
Also remember that a Druid's SFF does not benefit from Crusader's Aura. A 280% mount with Crusader's Aura goes at 356%.
If you have a Paladin in your group, it's faster to have a regular 280% mount that a 310% SFF.

I understand where you're coming from. But Blizzard cannot possibly be expected to know what new features they're going to add in the future. Who knows when this descision was taken or even when the idea was first entertained?
I certainly understand why you feel you took a decision with incomplete information, but I don't see how Blizz could possibly have done better.
Also - I don't have a Druid so perhaps I have no idea what I'm talking about.

Um... Please allow me to clarify why this is not "shenanigans".
Swift Flight Form is a great example of some of Blizzard's finest art and model design existing in the game currently, and it happens to be widely received by druids as one of the top 5, if not the single best thing about playing a druid. (If you HAD to choose a "best thing" about them).
Ergo: Most druids (myself included) would not be happy if we felt like we HAVE to use a different flying mount to get around becuase the new mount is ridiculously faster.
I don't want my purple bird form turned into something that i only use for world PvP, tyvm.

Oh, and I agree that while this a very welcome addition for druids, other classes should i think benefit from the same buff (obtain a 310% mount? okay, all your epic flyers go 310% now).
And i think it should be a buff, or rather, a skill like CW flight.
Here, it can say this:
"Whoa! You never want to fly slower than that again!"
