PTR build 10083 official patch note updates

The Patch 3.2 PTR has been updated to build number 10083, and with it comes a list of interesting changes to the official patch notes -- some not-insignificant class changes (Wind Shock not sharing a cooldown with other Shocks, Earth Shock no longer interrupting), a buff for Val'anyr, and lots more. Thanks to MMO-Champion for nabbing these.

- Arenas
- Beginning with season 7, players will no longer have access to the newest season's weapons or shoulder armor and will not qualify for the Gladiator title/rewards with ratings from the 2v2 bracket alone. Ratings obtained through 3v3 and 5v5 game play will be required for these rewards, while the rest of the newest season's items will remain available to players in all brackets (standard rating restrictions still apply).
- Items: General
- Resilience: No longer reduces the amount of damage done by damage-over-time spells, but instead reduces the amount of all damage done by players by the same proportion. In addition, the amount of resilience needed to reduce critical strike chance, critical strike damage and overall damage has been increased by 15%.
- Death Knight
- Blood of the North: Reduced to a 3-point talent. Increases Blood Strike and Frost Strike damage by 3/6/10%. There is now a 33/66/100% chance whenever you hit with Blood Strike or Pestilence that the Blood Rune will become a Death Rune when it activates.
- Druid
- Swift Flight Form: Druids who have acquired a mount able to go 310% flight speed will now also go that speed while in this form.
- Hunter
- Snake Trap: The Mind-numbing Poison effect has been reduced to a 30% increase in casting time, down from 50% to match similar effects.
- Mage
- Mirror Image: Images will no longer trigger the death sound when their time expires.
- Paladin
- Shield of Righteousness: Now deals 100% of shield block value as damage instead of 130%. In addition, the benefit from additional block value this ability gains is now subject to diminishing returns. Diminishing returns occur once block value exceeds 30 times the player's level and caps the maximum damage benefit from shield block value at 34.5 times the player's level.
- Shaman
- Earth Shock: Redesigned. This spell no longer interrupts spell casting, but rather reduces melee attack speed by 10% for 8 seconds (exclusive with similar effects such as Thunder Clap).
- Wind Shock: Has been renamed Wind Shear and no longer shares a cooldown with Flame, Frost or Earth Shock.
- Maelstrom Weapon: Now also has a chance to reduce the cast time of Hex.
- Warrior
- Shield Slam: The benefit from additional block value this ability gains is now subject to diminishing returns. Diminishing returns occur once block value exceeds 30 times the player's level and caps the maximum damage benefit from shield block value at 34.5 times the player's level.
- Engineering
- Flying Machine: The level requirement needed to learn how to build and use this machine has been reduced to level 60, down from level 70, and the engineering skill level reduced to 300, down from 350. Material costs reduced.
- Items
- Tome of Cold Weather Flying: New heirloom item. Players who have reached level 80 can now purchase this book for 1,000 gold from Hira Snowdawn, the Cold Weather Flying Trainer in Dalaran. Similar to other heirloom items, this item can be mailed to other characters of the same realm, account and faction. The book is consumed when read training the character in Cold Weather Flying. Requires level 68.
- Val'anyr, Hammer of Ancient Kings: This item's stats and level have been increased to match the power level of healer weapons coming from the Coliseum 25-person normal difficulty instance. In addition, each time Val'anyr is equipped, Blessing of Ancient Kings will be placed on a 45-second cooldown before it can occur.
Patch 3.2 will bring about a new 5, 10, and 25 man instance to WoW, and usher in a new 40-man battleground called the Isle of Conquest. Not sure if you "ES Nerfed!" people are playing Elemental or Enhance. As Elemental, this is a huge buff.
Our rotation depends entirely upon Flame Shock being on the enemy first and foremost, and being re-applied every 18 seconds. If you have to interrupt in a fight (such as KT or Yogg p1 or going for Less-Rabi), you're potentially sacrificing DPS to do so. A lot of DPS for that matter. If you had to interrupt right before the dot ticked off, then you'd have to wait 6 seconds to do so again. That's six seconds without proccing the Lava Burst crit. And any Elemental knows that our DPS is almost entirely dependant upon rolling crits, which is why starting that first crit is so important to the rest of the rotation.
This is a buff. Will I miss Earth Shock in PVP getting that last huge interrupting hit I need to finish off a healer? Yes. Will I like a GCD-free off-shared cooldown interrupt even more? Hell yes.

Haha, apparently. A handful of pvp buffs to shadow that won't change their representation (especially with the 2v2 nerf) and bugger-all to pve shadow. I play a healing priest exclusively, but still feel for my shadow bretheren. Hold out hope, maybe it's coming.

RetPallyJil, re-read that tooltip. THE BOOK IS CONSUMED WHEN YOU USE IT. All it means is that you can get Cold Weather Flying on your alts at 68 without actually having to get them to Dalaran--at 1k gold a pop. It's not a magical way of giving all your toons CWF forever with one purchase.

Dear Blizzard,
Thank you for this important, necessary nerf to my massively overpowered DPS in PvE and PvP encounters. Oh, wait, my PvE DPS is already the lowest out of any tanking class, and I'm pretty much non-viable in Arena PvP.

As a PvE pally tank, diminishing returns on BLOCK VALUE sucks. Especially since I've ALWAYS been a block value whore. If Blizzard doesn't want us to use these stats, they shouldn't put them on the gear. I'm guessing that the whole double shield slam warrior + healer team in PvP is the reason for this MEGA nerf to PvE.
I'm so pissed off right now, it's not funny.
Blizzard can eat my ass. Seriously.

I just hate the clones full stop. Don't know how many times i've shouted at my guilds mages to move out the damn fire - while throwing big heals on them - only to look very stupid afterwards :(
It's a conspiracy I swear! The were put in the game just to mess with healers, and waste all our Guardian Spirits :P

Man, nice change to swift flight! A shame, though, that Horde on my server couldn't hold WG through Lunar Festival, because now I have to wait until next year to get it.

The only problem I can see is for the leveling Shammy (I'm leveling one right now) this change to having to rely on windshock vs spellcasting enemies is going to mean that we cannot use offensive totems (read fire totems) at least until we gain a huge amount of threat since windshock will often make you lose aggro to your fire totem.

I am not sure if the Earth Shock change is good or bad. Its a PvPish change imo that can actually translate in to a nerf. We use to be able to silence casters without any major change in to out rotation.
Wind Shear might be out of the Shock CD but not out of the GCD so it doesnt really make up for the change to Earth Shock.
I would have to hear the opinion of other shamans but as a first thought, I dont like the new ES and if they decide to change it, the debuff should be something better.

Seriously what is up with the warrior tank nerfs? We do less damage than any of the tanking classes, we have less survivability over all, and to top it off the current "favorite" tanking class is basically superior in all ways to us even as dps. I'm serious, I'm not just whining, warriors are getting nerfs when we already are below pretty much everyone in both our roles.

Quit worrying about Wind Shear being on the GCD. It's obviously not. It's still the same spell (Wind Shock) which has been taken off the Shock cooldown. It's JUST LIKE Counterspell, only with 1/4 duration and 1/4 cooldown.
Also, Elemental Shamans: You won't be using Earth Shock anymore. Flame Shock is used for LvB combos, and Frost Shock becomes superior to Earth Shock in both damage and a lower cooldown, and also a more useful debuff against melee.
Earth Shock becomes a more useful tool for Enhancement, since they (at least partly) need to be in melee range to deal proper damage, thus being susceptible to other melee classes. So, for Enh, Earth Shock = more damage (through Stormstrike) and a useful anti-melee debuff. Plus, they get to interrupt without contempt.
IMO, some basic Enhancement talent should be updated to include a +10% attack speed reduction to Earth Shock, to make it on par with similar abilities like talented Icy Touch or Thunder Clap.
As a sidenote, I'd like to add that, apparently, Wind Sh(ock)ear is the only interrupt ability that doesn't add threat, but actually reduces it.
