Prot warrior here. I think we can all safely agree that the block mechanic is broken. The main problem, IMO, seems to be the balance between blocking low damage mobs and blocking kay-ray-zay bosses. Tweaking the amount of damage blocked is basically tilting the scale between the two.
With that said, I think the solution is to have block value reducing PERCENTAGE of the total damage instead of just a flat number across the board. Lets say my block value allows me to mitigate 20% of the damage done. Then when a mob hits me for 100, I'll only take 80. When a boss ruthlessly beats me at 10,000, I just might survive by taking 8,000 instead.
