I think you have a good point about learning for PvP and instance play while leveling, but this is something that Blizzard has some control over should they ever decide to put more emphasis on teaching these skills to those leveling. Questing seems to be the most efficient way of leveling right now, so most players stick to that. If the XP gain for instance play had a higher multiplier, more players might be willing to spend their time clearing dungeons instead of collecting X bear asses over and over again instead.I'm thrilled that XP gain is coming from battlegrounds in the next patch, although I have no idea what the point gain is like for this activity compared to quest grinding. I'm casually leveling a toon at the moment and will probably spend a lot more time PVPing in the lower tiers now that twinks are mostly being removed from general population play and due to the possibility of gaining XP while playing.
