Because it's a silly rationale. While adding high elves when they're so similar to blood elves is redundant, adding worgen is not redundant, regardless of what they used to be, because they are clearly vastly different now.

Okay, how's this for silly rationale?
Naga masks were added for a BC Halloween event. They are not a playable race. Proof that just because they have masks doesn't mean we'll have them running around as PC's.
I don't know about everyone else, but I'm not bothering to get excited until the news comes straight form the horse's mouth.

Not so fast. Naga for BC makes sense because of how major they were. But worgen aren't a big force (or mentioned at all) in Wrath. It's not like they added taunka and tuskarr masks. And it's not so much this news by itself but the long-standing Blizz statements that they plan to, or at least want to, open the Greymane Wall. And as has been pointed out, a maelstrom expansion would certainly involve goblins, and could easily affect Gilneas, seeing how on the coast it is.

Exactly. The way I see it Blizz had Worgen and Goblin masks made specifically because those were the top two speculated next playable races, and they knew it would cause a surge of rumors if they did it.
Personally I find it hilarious they'd do it.
On a related note, however, if they did, in fact, become playable, I'd go with Worgen. I agree with Katyanna, the Goblin voices are pretty annoying.

Remember the High Elves before the Burning Crusade? They didn't have the same voice that they do now. When Blood Elves became playable they gave them the standard voices.
I'd assume goblins will be similar - player goblins will likely have different voices, so depending on how tolerable those are, I will most likely play a Goblin.
...ok, and a Worgen. It's too damned awesome.
