The game play answer is yes, but the lore answer is why was there a worgen/goblin in a position to get taken by the scourge. Keep in mind that Blizzard has stated that each expansion is roughly a year in game time.

Also think about this: if the Lich King is supposed to be defeated by the current expansion's end, then would it make sense for any race to become a DK come the new expansion? Remember that, theoretically, there shouldn't be any Lich King lore-wise once the game shifts into the next expansion.

Lol, I wonder if loopholes like these keep any of the lore-nerds over at Blizzard up at night.
