And by that I mean, when I generate my authenticator code when I go to log in to WoW, is it accessing the internet, or is the code generation offline?

The Authenticator on your phone has a unique algorithm which generates a new number every 30 seconds.
at the same time, the blizzard servers have the same algorithm linked to your account, when you type in the number shown on your phone, the blizzard servers take it and attempt to match it with their database for that exact time.
so there is no accessing of the internet.
from what i can tell having used an authenticator for some time now, the number displays for about 30 seconds, but it valid for 60 seconds, allowing a small amount of time after it's gone for it to still work, to account for slow typing, or a little bit of lag.
