It's awesome for those who need it. Most dedicated raiding guilds will progress like normal. Where this becomes beneficial is for the casual guild. Casual being only 4-6 hours total of raid time per week. This way, presuming you're geared, you now have enough time to do the content. ex.: you farm Emblems of Conquest, get loaded in i-level 226 gear, then go back and do Ulduar (for fun!). Or even to finish out your set with trinkets, weapons, etc. In patch 3.2 you can do that; even if you only have 4-6 hours.Another example is hard modes; which is where my guild is at. All of us are geared enough to do 25-man Ulduar, but we're focused on the 10-man. This means most the dungeon isn't really hard for us, nor does it really offer many upgrades. We spend 90% of our time getting to the only real challenge we have, which is whatever hardmode we're working on. So it will be great to save all that time each week, so we can focus on what really matters. Awesome stuff. Of course, if you really need the gear, you should -not- be extending lockouts. It needs to be used judiciously; when those bosses you're skipping don't really offer much to you.
