the drama story about Tough Chickletz can't be true. I know for a fact a GM cannot take an item from "player A" and give it to "player B" unless "player A" opens the ticket and confirms that "player B" should be given the item.

Sir I have seen it happen before on multiple accounts. so your "I know for a fact statement" is wrong. Your "fact" is only an assumption developed by not asking the right people or trusting in some fallacy of instinct. It can, It does, and It will happen. When you /roll on an item and win, and the item is given to another player if you petition a GM they will take it from the player and give it to you.
