OR give hunters an ability like rogue's poison making, where only hunters can train it, and they make soulbound "arrows" which are implemented like a buff to the weapon, like poisons. The "arrow" buff would upgrade the base level arrows that the weapon comes with.

If they make arrows like poisons or shaman imbues, then all they have to do is implement BoP formulae for better arrow buffs. (WTB a Ulduar windfury recipe)
