As somebody who only has time to pug a raid every now and then, it's already hard right now to find people who are not utterly incompetent at their class to bring along. You know them all. Priests that do NOTHING but Flash Heal, Death Knights gemming for Spellpower, Rogues never using ToTT, Warlocks that don't know what their demons do, Hunters that want to go into Naxx25 with 600 DPS.
Up to now it's been fairly reliable to do a quick gearcheck; it's a biased, horribly inefficient version of checking the proficiency of a player, but if they have some Naxx25-drops, you at least know they've seen the fights before and were dragged along by a group that was willing to endure them. Yes, there are undergeared great players out there who get shunned by this method, but when you're dealing with 10 / 25 people you've never played with before, you have to work with what you get.
This will be impossible now. Everyone and their dog will run around in Colosseum purples (because they're equally attractive to both "rarely get to raid but reliable" as well as "LOL I KAN R4ID GUD NOOOW GUIS?!1 WAT I DO" players), practically making random content pugs completely impossible. You'll join, you'll have 5-6 solid players and then find out the healer can't heal, the DPS can't DPS and the tank can't tank despite their full arrays of epic gear.
So what's left for us "part-time" raiders? Either build up a strong sense of tolerance for those simply not willing / too ignorant to learn and chew your way through Ulduar and your nerves with them, or give up on the content entirely. I'm honestly not trying to be snobby about it, but by the time you hit 80 you'd figure most people have a solid grasp on their class, how they work with others and what kind of gear they perform in best. But no, we still get people rolling on Tier gear their class can't use, standing in fires and sprouting "lol 2k k1ll sh0t, link DPS metrs plz".
Only now they're in full purples and in your raid.
Be afraid. Be very afraid.

So... Um... Here's a though.
Achievement check to see if they've done 25-Man Naxx?

If you're pugging a run, you'd be willing to take someone who hasn't cleared the place yet as long as they have proper gear and knowledge of their class, and usually the one up to now has been at least a minimal indicator of the other.
Especially with the shortage on tanks and healers on some servers, you're not doing yourself and your PUG raid a favor setting filters like that.
