Or it could just be Blizzard is adding different Halloween masks to the world even with no intention what so ever of adding more races.

I'd find this plausible, except for the fact that they so quickly patched in really bad, obviously not planned masks for other races once the Worgen & goblin ones were discovered. They could have rather quickly quashed the whole thing simply by saying it was a Halloween thing, or even if they had just ignored it, I don't think it would have gotten all that much attention. Instead they threw in some low-quality, clearly rushed masks that make it seem rather likely they're trying to cover up the mistake of putting in the worgen & goblin masks.I suspect we'll be seeing worgen in the next expansion.

I'd believe this if the other sets of masks, patched into the next build, weren't of such lower quality than the Goblin and Worgen ones. The Goblin and Worgen masks are obvious of a very high quality, with a notable BC/Wrath+ rendering style, and are totally new graphics. The other masks are pretty much the old vanilla models, pixelated and grungy, with the exception of the female ogre, which was taken out of one of the RPG books.
