If they hadn't added more races to the masks it would make sense for them to add new races. HOWEVER, considering there are a dozen new masks, one for each gender of six different races, it seems unlikely.
The basis for a new race makes more sense than adding another hero class, due to the number of issues they've had with balancing Death Knights and a distaste for adding another one. The primary issue is that there is little evidence pointing at Worgen or Goblins being the primary choice for the classes if it's based on the masks.
Before it was speculation based on minor evidence, now it's just pure speculation.

Think of it this way- the masks werent added until a big stink was made. No blues have talked about it, and the added masks are of a far poorer graphical quality than those for Goblins and Worgen.

Is there really any reason for the Blizzard designers to make a female Worgen mask when it's never been revealed before that there WERE female Worgen before?
I dunno, that fact alone kinda solidifies the idea. In the end, though, we're all just speculating. It's hard to go beyond what we've uncovered. We're all with the same amount of information as before, and this article is merely theorizing.
Beyond that, look at the new masks that were uncovered and you could see that the quality differed greatly from what we have now. It wouldn't make much sense to pull up two races and give them a better model to use on masks and not do the same for the others. Placeholders could be a good reason, but still, it just seems odd to me

If it was just a case of shoveling out a bunch of crappy looking Haloween masks like they did in the follow up build, I'm certain that they'd have just used the old Goblin and Worgen models. The female worgen model would be the Northrend one with the mask over the eyes, or just a different color from the male one, like they did with Murloc.
Creating completely new faces for Goblins and Worgens and then patching in a bunch of chinsy old Vanilla graphic faces and a female Ogre face taken from a piece of artwork? Doesn't add up.
Why would Blizzard go so far above and beyond their usual and then half ass a bunch more right when speculation explodes?
