I'd find this plausible, except for the fact that they so quickly patched in really bad, obviously not planned masks for other races once the Worgen & goblin ones were discovered. They could have rather quickly quashed the whole thing simply by saying it was a Halloween thing, or even if they had just ignored it, I don't think it would have gotten all that much attention. Instead they threw in some low-quality, clearly rushed masks that make it seem rather likely they're trying to cover up the mistake of putting in the worgen & goblin masks.

I suspect we'll be seeing worgen in the next expansion.
