Goblins would be a great race for the Horde, but worgen aren't the best choice by far... I would say that furbolgs as a playable race would be better, or even Vrykul, because they are the ancestors of humans, lorewise. Just imagine alliance vrykul warriors :)
However, I think the goblin/worgen speculation is pretty weak, two masks don't say much, and the fact that there is a female worgen mask doesn't say anything at all, each mask has a female variant, so I don't see why it has to be a next race.
An other thing -- you have to consider mounts and gear, how the new races will look on the existing mounts. While goblins have no issues, I can't imagine a worgen on a horse or tiger, because they are halfwolf already.

I will admit, given existing lore, Furbolg would be a better choice for new Alliance race. I will disagree on Vrykul for the same reason I disagree about High Elves. Too similar to existing races. Alliance has far too many human-like races as is. What we need is something different... to add variety.
Perhaps the speculation is weak, but it is an interesting possibility none-the-less.
As for mounts, how would a bipedal wolf on a tiger or horse be any worse than a large, bi-pedal cow on a wolf, skeletal horse, raptor, or a fragile looking hawkstrider?
