The Gilneans were not Cowards and were/are not Hiding behind the wall.
The reason the wall was built was to cut off the other Human Nations who Greymane believed to be Leeching their resources and Laying their problems upon Gilneas. Also He believed the Gilnean army could handle any threat.
Not to mention the fact that Gilneas had always been regarded as one of the strongest Human nations.
