A young night elf contemplates the difficult tasks that lie ahead in Westfall. Judging by the blurriness around the edges, she may have fortified her courage with a bit of moonshine. Isn't level 13 below the drinking age in Azeroth? At least she isn't using that crystal meth that the Saldean family's been cooking up in their barn.

This picture makes me long back to to my early days of experiencing Westfall for the first time ever again.
I love that zone, always do it with every Alliance character I make.

The ears and stance lead me to think it's a female Night elf, but the color of the skin and the hair (could be a helmet) point towards Blood elf, but I do think it's an NE.

Definitely a NE. No question. I believe that green jewel tipped dagger is a quest reward from a quest in Elwynn, could be wrong though. And why would a lvl 13 blood elf make the trek thats alot of walking,swimming and dying.
