Maybe I'm not doing it right, but it looks like they are charging $39.95 for it.

Check the WoW site:
http://www.worldofwarcraft.com/index.xml
"We are pleased to announce that this year, for the first time, all of our streaming tournament coverage for BlizzCon will be available in both high-resolution and low-resolution"
"As in previous years, all of this streaming tournament coverage will be provided free of charge"
"To clarify, the tournament coverage streams are free, but to watch panels, see new announcements as they are made, or receive the in-game pet, you will need to order the Pay Per View Internet stream. "

The stream most likely will be viewable at the URL http://www.blizzard.com/blizzcon/video/stream-rts.xml . This is were the stream last time was hosted.
Further you have to calculate in that most likely the stream will have an hour delay of the actual event. See also the Internet Stream FAQ I created on the WoW-Europe forums. I assume this is also partly applicable for the free tournament stream: http://forums.wow-europe.com/thread.html?topicId=9521342258&sid=1

I would rather see dedicated streams to warcraftIII and starcraft and nada for Arena.
The thing about WoW is that it isn't a very visual game. There's a reason many people rely on addons to see what abilities their opponents are using. Unless something crazy happens (think orangemarmalade) Arena really isn't all that interesting to watch.

I saw the headline and was excited until I read 'tournaments'.
