Hmm, I'm gonna have to lean on bug for now. I'd be very surprised if this was implemented without an announcement, but on the other hand it would make perfect sense with the upcoming faction transfers.

Probably a feature planned for the future - yet-to-be-released features sneaking in a little early is certainly not unheard of.
