The article made it sound like them being sendable was a bug, but they've always been Bind on Account, afaik.

The bug seems tied to the new "XP in BG" part. I guess they tied it to Honor. SO you go in a BG, alt uses it, gets 2k honor and whatever XP. Haven't done it, so not sure offhand.
