I think this is solid evidence that Onyxia's Lair will be just the first of many reworked instances introduced between major patches. My guess is that these things will be worked on in their off-time, keeping active development for new content.

Yes, this one, singular, anniversary-based event (permanent as it may be) is definitely a solid indication of the intention to rework all old instances.

@Taladan Naxx was reintroduced for lore reasons. In terms of history, Naxx used to be in Plaguelands, but now has moved to Dragonblight. Onyxia's Lair has not changed in any way but gameplay, to make it something worth running for current players.
@kashback An entirely new raid in a minor content patch, and Blizz has said that they'd like to update old content, but don't have time what with their focus on new content and all. So maybe "strong evidence" was a poor choice of terms, but I think it's a good bet that they've begun updating old content in spare time, and Onyxia is the first, coinciding with the 5-year anniversary.
