The gear economy would still exist if hit were removed. It's simple, make it so that any item that is an increase in ilvl, is better than what could have been in the slot. Then, make a few iterations of each ilvl slot item with different stat weights. between gemming and stat priority (i.e strength, ArP, etc.), we would still have to prioritize because of diminishing returns on stats. Just make it so that an ilvl increase is always an upgrade.
