I don't think you helped your case by having a temper tantrum.

I'm a Paying customer, if a GM isn't listening to me, and I keep explaining myself, and he keeps saying something different, I have the RIGHT to throw a godamn temper tantrum, ass hat wouldn't even attempt to get what I was saying.

That is a lot of QQ. You did get items back 3 times when you only normally get 1. And there's constant references to patch 3.1 in that conversation, are you sure that conversation is recent?

If you read the WHOLE thing you would know I got NO items back, and yes Its recent, from last Tuesday night, right after maintenance, I can post screens with the FULL UI and the date on them if you would like. I got NOTHING refunded.

He's crying because he though he could play the system by sending heirloom items to an alt, playing for less than 2 hours, then returning them to the vendor for the full amount of emblems. Sounds like he's made the mistake 3 times before, and now is crying because a GM finally caught the fact that he's used his "one-time" refund 3 times.
Nothing to see here, just some QQ

Dart, I had played for LESS THEN TWO HOURS THO, so it SHOULD HAVE been refunded through the system and it wasn't, THATS what the Ticket was about.

The system was made so you could return something if you had erroneously purchased them, not so you could have a virtually infinite amount of emblems by purchasing and selling them back constantly.

"as a paying customer" sorry, that phrase just makes me laugh.
As someone who works in sales (Cell phones) that's one of the "key phrases" that makes me, and any other salesperson I know (or customer service) shut down and do only what is required to help a customer. You are a paying customer, this is correct, but they are also a BUSINESS, with set guidlines they hold all their employees and customers to. You do pay 14.99 a month, but so do 11 million other people. Why should you have the rules bent for you for the FOURTH TIME and other customers have to abide by them because they didn't throw a temper tantrum.
The fact of the matter is, you had 3 more restorations than you as a "paying customer" were "entitled" to.. I say that is EXCELLENT customer service. Yes, this last time was due to server error, but you blew up at them, negating any chance you had at any kind of fix. If you remained calm while explaining things to them, perhaps things would be different. Instead you decided to pound your feet and fists on the floor screaming, and then you were offended when the GM didn't break down.
As a Paying customer, you are entitled to certain rights, rights you already used. Giving a company your money does not entitle you to do whatever you want wherever you want.

This is entirely off topic. You can stop sending us "tips" about this as well. In fact, you're banned.
Good day, sir.

Plus, i forget where i read it, but if you require over an hour per month of GM/CS time, you are actually costing them money and it may be in their best interest to not have you as a customer. Food for thought.
Anyway, you tried to game the system, got called out, and threw a fit. Get over it.

Sounds to me like you were trying to abuse the system in order to give yourself an advantage, by constantly buying and selling the items you only have to spend around 150 emblems and can keep all your alts in top Heirloom gear without having to settle down on one, which goes against the TOS.
You played with fire and got burned.
