I don't count the recycled Azeroth as "new" per se. It's the same zones they are just tweaking to allow flying mounts. Plus since everyone gets these regardless if they get xpac or not, you can't really count it as part of the xpac. So 1-2 new starter zones for the new races, Uldum, and a zone in the ocean hardly (to me) beats either previous xpac for content.
Seems Blizzard going back to pre-BC philosophy of Raiding Is Good. There are people that don't raid for various reasons, is why some 10 mans and heroics were so popular. Adding more raid content (which will most likely be for 85) really won't do anything for a significant chunk of the playerbase. I know people who have been playing for years and still haven't been to Naxx, simply because it doesn't interest them.
Blizz claims they been working on this since before Wrath's launch. If that is so, I am very unimpressed with it so far as it smacks to me of laziness. Recycling existing content is not "new" content.
