1. I think that the plus 15 is just when you first learn the proffesion it says "15/75" instead of "1/75"
2. I STRONGLY agree that Night Elves should NEVER be mages, the last one i know of that went arcane i killed in Desolace. See my comment in the Q&A live blog.
