How does this fix "additional instances can not be launched"? Please someone tell me. How does pooling the instance servers per battlegroup instead of per realm magically reduce load? If most of the servers on your battlegroup have the problem (aka over population) then you will most likely still get the problem after this change.
The only fix is to add more hardware for the increased number of instances being launched.
This also ruins one of the best ways to find new recruits for your guild, which was pug runs.
Was it really that bad that it was hard to find a group at 4am? With the old world changes and two new races finding groups for old world content shouldn't be a problem without this change.
If they want to make more people use the LFG system then they need to add a gear ranking mechanism. A major reason that people spam trade instead of using LFG is to try and get geared groups.

Your complaints about the cross-realm instances appear to come from a lack of understanding of both the problem and the solution, so I'll try to get into both.
The problem:
Each realm has a number of instance servers. For example, Kalimdor is an instance. EK is an instance. Outland and Northrend are, too.
Now, each realm has one instance server specifically for dungeons. People are running a ton of heroics, which are run on the same instance server as 5-mans and raids. If these instance server is overstressed from trying to run too many heroics, then everyone will lag -- raiders and those in leveling dungeons, too.
So, the number of possible instances that can be created is throttled to prevent negative impact on server performance for everyone in a dungeon. But why can't the instance server handle them in the first place?
One simple reason is that a lot of the instance servers are older hardware. Another is that there are so many people playing right now due to increased interest in heroics and raiding that many servers, even recent ones, are having trouble handling them.
The solution:
Twofold. First, upgrade the hardware to realm-specific instance dungeon servers. This is in progress for most battlegroups.
Then, set up a brand new high-capacity instance server for cross-realm instance play. What this does is take the stress off of "terrestrial" instance servers, i.e. the ones that are connected to your realm alone, and instead create instances in the same way that Battlegrounds are created. It's worked very well for Battlegrounds, and there's no reason to think that it won't for instances.
Now, the idea behind this change wasn't to prevent you from pulling players straight from your realm. In fact, you can still do it, and easily. Looking at other realms for players is your choice. But if you're having trouble finding a tank, or a healer, or even (unlikely) a DPS, you can pull them from another realm in your Battlegroup and not wait half an hour spamming Trade chat to find someone.
It's an elegant solution to the problem. If you choose not to take advantage of it, you actually still benefit from it -- because most instances being created by people from your realm won't use your realm's hardware at all.

Right I understood the problem (I spent two years doing software engineering). And this change still has nothing to do with "additional instances cannot be launched". The problem is as you said the quality and quantity (I highly doubt hat Blizzards software requires one physical server for each role) of the hardware dedicated to instances. If most realms on your BG are already getting "instances cannot be launched" then just adding cross-server instances is incredibly unlikely to fix it (as the servers allocated for the less than full realms on your BG will be filled with the instances of the people that are currently getting locked out).
As I said and you agreed with: the only fix is to improve the quality/quantity of the hardware. Cross server instances just allows them to allocate resources more efficiently (ie they can just whack in another rack server as BG population grows). But to be honest I would have thought their software could already handle allocating additional servers to the same task anyway.
I know you will be able to pick which realm your PUGs come from, but this change will lessen those chance encounters of good players you want to recruit. I personally think cross realm battle grounds helped kill off the PVP guild because of this effect (and arenas put a bullet in its head execution style).
This change is about making grouping easier.
