Right I understood the problem (I spent two years doing software engineering). And this change still has nothing to do with "additional instances cannot be launched". The problem is as you said the quality and quantity (I highly doubt hat Blizzards software requires one physical server for each role) of the hardware dedicated to instances. If most realms on your BG are already getting "instances cannot be launched" then just adding cross-server instances is incredibly unlikely to fix it (as the servers allocated for the less than full realms on your BG will be filled with the instances of the people that are currently getting locked out).As I said and you agreed with: the only fix is to improve the quality/quantity of the hardware. Cross server instances just allows them to allocate resources more efficiently (ie they can just whack in another rack server as BG population grows). But to be honest I would have thought their software could already handle allocating additional servers to the same task anyway.I know you will be able to pick which realm your PUGs come from, but this change will lessen those chance encounters of good players you want to recruit. I personally think cross realm battle grounds helped kill off the PVP guild because of this effect (and arenas put a bullet in its head execution style). This change is about making grouping easier.
