I've read that it's being taken off gear, but if that's all they've said, that doesn't mean it's being removed from the game entirely. Maybe it'll be left on a tiny number of items (armor penetration existed as a proc on half a dozen items throughout vanilla WoW and like three top-end epics, and was pretty standard on epic items in BC, and began appearing on all levels of melee gear in WotLK) or only available from talents or, now, Mastery, I guess. Or maybe they specifically wanted to show the mastery system as it would work with today's talents and gear, because if they showed the complete future system it would be hard for viewers to tell what differences are the result of what.Alternately, maybe you're right and the decision to remove those stats was made late in the day. Who knows? We're still very early in the expansion process.
