Spell Penetration is far simpler to understand than Armor Penetration. It is a direct counter to Spell Resistances and scales 1:1 with those buffs. As long as there is Spell Resistance in PvP, there should be Spell Penetration.

That said, Armor Penetration can't leave the building fast enough.
