Reforging with 2:1 ration lowers overall item budget. For example if you have 245 ilevel item with spirit you want to convert to crit rating, you will get item of ~213 ilevel, although it's spell power will be higher then the SP of actual ilvl213 item. It's better then to get lower level gear with better stat distribution then reforge it.
I think we'll get reforging of special stats (no stamina conversion to anything) and some kind of restriction I've wrote about earlier. Other options mean we can get item with any tat distribution and then reforge it to the item we need. It kills progression through the raid.
