From what the Devs have said, Reforging won't be able to remove one stat entirely and replace it with another. What was said was that you would be able to trade some portion of one stat that is present on the item for an equivalent portion of a stat that is not present. The example they gave was removing half of the item points from one stat. So DPS gear is still going to be DPS gear, but if you feel like rolling on it and switching it around to get subpar returns and leftover unneeded stats, go for it, I say.
