In the meantime, the best option is having a dilligent (read: able to babysit) guild leader who can keep the max-withdrawals in a day set low enough to allow it to function, and setting good limits for officers and other members based on need. Members often are allowed to withdraw more than they need for convenience, but really, for the safety of the guild, stricter limits can assist a lot.

But as with most things, a Blizzard sponsored effort, would be the best :)
