Not just new races that some are waiting for, but new race/class combinations. Knowing I will be able to change to Troll is the main reason I'll finish doing the last few levels on my Nelf druid.

Forgive me if I am misinterpreting, but I believe what you're alluding to is that we'll see another spike in transfers once the new races and class combinations become available with Cataclysm.
I, personally, will be transferring my Troll Shaman to Alliance once the Dwarves figure out how to communicate with the elements.
I expect many other gamers will be making similar moves to one faction or the other for cosmetic or social reasons.

@ Boz: Yes, I should have been clearer - while I'm sure a lot of people may faction change to grab a high-level goblin or worgen, some of us are going to be happy to simply have the new classes available to the "old" races.
