Now that we have the pet in the game, are we one step closer to the Pandarians becoming a playable race, or does this confirm that they will never be a playable race?

It is as much an indication that Pandaren will become a playable race as the existance of Murky and Grunty are an indication that Murlocs will become a playable race.
i.e. If it happens, it will be when Blizzard feels like it.

It's nothing more than a nod to the untold requests from players for Pandarens as a playable race and Monks as a playable class. I doubt it has any other relevance than being a damn cool pet. Though this will be special in the sense that it will be the first time we'll be seeing a Pandaren in any form in WoW since it's release. Not even a single damn NPC. It has been Blizzard's cruel joke on players for 6 years, and this pet will only stoke the desire even more. Heartless bastards they are.
