The best part of arcane is that no matter how much mana you have, there's a rotation for you. You can get by fine with the mana you have.

Start with the full rotation of Blast, Blast, Blast, Blast, then Missiles if proc'ed, else barrage (can also spam blast until you get a proc, but thats not very mana efficient) - repeat. Use your mana gem as soon as you can get the full effect without wasting any mana. Continue this until your mana is low enough to use your evocation for full effect. Only now, once both gem and evocation are on cooldown do you ease off on how many blast stacks you use, based on your mana. if you're low, just cycle blast barrage, back and forth. If evocation is about to come off of cooldown and you aren't already below 25% mana, kick your rotatino back into high gear so you can use evocation as soon as it is up and not waste any mana.
