You mentioned the heroic version feeling undertuned, but I got the impression that the pre-made toons were decked out in T9 gear. Since this kind of instance is supposed to be accessible to people who've only been gearing up through heroics and H-ToC, one might assume it's tuned for that gear level. The T9 gear on premades is likely for the purposes of testing the Icecrown raid properly.

This would be valid, Malkavos, except that we did both normal and heroic and honestly, as the tank at least, I could tell no difference between them. Even when you outgear the heroic, you expect it to feel somewhat harder than the normal.
