I think that the article was a bit confusing but Chase clarifies in the comments/edits.

Conclusion:
Great to hear incoming and autoattacks are now stable with vanish.

Great to hear Dots and damage from AOE remove us from vanish after 1 second.

This should mean we don't need the subsequent nerf GC was talking about.
