I never considered duel spec'ing my mage....now I may change my mind. I was just wondering how many people actually duel spec a mage and if this is one of the things blizzard was after when they made some of these changes.

I've dual-spec'ed from day one. I enjoy having my raiding build (Fire/TTW) and then being able to jump into doing dailies / questing on what I would consider a more fun / solo build (tweaked FFB).
Is it necessary on a mage that doesn't really PvP & PvE? Probably not. Can it - if you can afford DS without putting other things off (i.e. epic flyer) - increase the fun of your mage? I certainly think so.
As for the article at large, my current "fun / solo build" may just be undergoing a radical change into frost if these changes carry through!
