A lot of where to look depends on your class. Personally, I use elitistJerks.com as well as a couple blogs to look at information. The EJ thinktank stuff is (usually) pretty good for giving you the theory of how to play a particular class. Some of it may seem like it's just too much info, but they're really trying to say "why" in addition to "how", which makes a big difference.
As for how to get the best gear, don't approach it like that. Try to look for upgrades to individual pieces. Another important tip: Hold on to old gear (within reason), particularly if it has stats like Hit or Defense on it. Shuffling those pieces around later may do a lot for you.
One thing about EJ, though, don't ask questions until you've read everything. There's a bunch of garbage bits in there but most of the important things are covered in the class forums. You just have to read through it to find them.
