Tauren are irrelevant to whether you can skin Worgen. You can't skin npc Tauren, so of course you can't skin characters which are Tauren, the same is not true of the Worgen.

It most likely will be the case that you cannot skin Worgen, but it will have nothing to do with Tauren beyond what it has to do with any race, in that having one race with a substantially different characteristic from other races would not be typical of Blizzard's modus operandi.
