Shatter Combos and brainfreeze procs, water elementals and icy touch. Frost is much more interesting to level in than say fire which is pretty much fireball spam. I much prefer to use it for doing dailies than my frostfire spec for this very reason. If all you're doing is spamming frostbolt and ignoring say your free instant fireballs, that's your problem, not a problem with the spec.
