I'm at a loss to why you think the Deep Freeze change will magically make Frost DPS competitive in PvE. A nuke with a 30 second cooldown is nothing, really. If it was glyphable to a 10 second cooldown, you might have something.

The person above me saying Ice Lance criticals should cancel the GCD for it - A raid-geared mage's GCD is pretty close to 1 second, and Ice Lance is a missile, not an instant hit. Add latency to the missile flight time, and most of that GCD is over anyway.
