Chill of the Throne: Dodge nerfed 20% in Icecrown Citadel

So while dodge will be nerfed, the ceiling on damage given to a tank will likely decrease. This will in turn, at least theoretically, make healing more about strategy (applying HoTs and planning heals) and less reactive (twitch response to apply the biggest heal at exactly the right time).
This is interesting to note as it's a move towards the Cataclysm way of tanking, as has been explained by Ghostcrawler: less avoidance on tanks, less spike damage, and thus requiring smaller heals.

Ghostcrawler has also chimed in:For Icecrown Citadel, we are implementing a spell that will affect every enemy creature in the raid. The spell, called Chill of the Throne, will allow creatures to ignore 20% of the dodge chance of their melee targets. So if a raid's main tank had 30% dodge normally, in Icecrown Citadel they will effectively have 10%.
Why are we doing this?
The high levels of tank avoidance players have obtained is making the incoming damage a tank DOES take more "spiky" than is healthy for raiding. Ideally, tanks would be receiving a relatively constant stream of damage over time. This allows healers to better plan their healing strategy, broaden their spell options, and simply give more time to react. Tanks could use their cooldowns more reactively. Instead, the current situation is that if we make a hard hitting melee boss and a tank doesn't avoid two successive swings then the tank could very well be dead in that 1-2 second window. The use of reactive defensive abilities instead becomes a methodically planned affair, healers have to spam their largest heals just in case the huge damage spike happens.
We've been trying to do a fair amount to mitigate the effect of high tank avoidance on the encounter side of things during this expansion with faster melee swings, additional melee strikes, dual wielding, narrowing the normal variance of melee swing damage, and various other tricks. There's a limit to what we can do, however. So to give us a bit of breathing room we've implemented Chill of the Throne. Going forward past Icecrown Citadel, we have plans to keep tank avoidance from growing so high again.
We'll have this on the PTR soon so players can see the effects inside Icecrown Raid.
Additional relevant statement from Ghostcrawler yesterday:Our original estimations for tank avoidance would have worked fine had we not decided to add extra tiers of gear to reward heroic boss kills halfway through the expansion.
The Cataclysm design will keep tank avoidance at more manageable levels. The loss of defense skill counts for a lot right there. We are also considering giving bosses expertise or other ways of baking in Icewell Radiance -- basically the concept that bosses scale with gear rather than just hitting harder and taking more hits.
What I would like to see in Cataclysm is higher health pools but also lower heals (and tank avoidance) overall. Hopefully everyone won't be on the verge of almost dying, yet the risk of overhealing will be more real such that you can't just madly spam all of the time if you want to make it to the end of the encounter.

Hopefully the damage output reduction is enough so that bears aren't shafted by this. Otherwise I'm going to have an unhappy MT.

This raises some interesting questions for me.
1. Does this have a disproportionate result on DK tanks as dodge is their primary stat (after defence is at cap) relative to parry/block etc.
2. If you are below 20% dodge anyway (I guess you shouldnt be attempting ICC if you are below 20% dodge) should you regem for parry instead? What is the payoff to achieve the 21% dodge as opposed to an extra 1% parry or something else is my question.

Avoidance is pretty useless compared to EH in this raid content. Can you dodge deeb breath? No.
Can you dodge icehowls stun? No. Can you dodge OS 3D flame breath? No.

I don't really follow what Blizzard is trying to do here. Lately they have been showing concern about the low number of Druid tanks, and now they Drop 20% off our only avoidance ability. Druids really on avoidance rather than mitigation. Perhaps I am missing something, but I would think that if they wanted more druid tanks, they would create fights that favored them, not ones that hurt them.
Not QQing, just trying to word my question as to if I am missing something, in a way that can be understood.

i can see this being big for Bears and DKs.
For Pallys and Warriors, I see this being less a big deal because you can make up for some of it with block.

Sweet Jesus, for the hundredth time in this thread, reducing dodge for all tanks by 20% does NOT HURT DRUIDS MORE. All tanks lose 20% avoidance. DK with 30% dodge and 20% parry 50% overall avoidance,l will now be at 10% dodge and 20% parry for 30% overall avoidance, losing 20%. A druid with 50% dodge will lose 20%, bringing him down to 30% dodge, 30% overall avoidance. Druids are not being harder hit by this in ANY way.

I can see that too... In ulduar our tanks are so OP and over geared that they take little to no damage from the boss so my beacon of light on them is about useless... which is making shamans finally do more healing then me in there :( cant be having that crap in ICC

So, how is this going to affect DK's also? They only have 2 avoidance stats (Dodge/Parry) and don't have the same health pool as a druid. Seems they are getting hit the hardest to me since they hit the parry cap pretty easy but that's it.

As a healer I like that they are doing something about the horrible damage spikes. It's a bit ridiculous when a 50k tank goes from 100% to zero in one global cooldown. My branches grow fatigued.
But I am very sad for my furry, big-butt brethren. I hope the developers will think of some way to balance bears so they can still be viable tanks in Icecrown.

This is a good comment and needs to be accentuated. Aside from the blip in 3.0.8 when DKs were heavily favored for tanking Sarth 3D, Blizzard has done everything they can to ensure every tanking class can perform in every encounter.
The days of druids sitting out on Illidan are long gone; every tanking class will be viable (once you get past the bitching and moaning from any changes).

This makes me happy as I understand it. I hate the way spike damage works based on avoidence.
I am also confused about how this actually happened. The other day I got a gear upgrade that actually took away my def. cap because it had so much avoidance on it. At one point I had 2 trinkets and mongoose that helped with dodge. Im not a theory crafter or what not, so I dont understand humbo jumbo mumbo like this, but I think I like it?
