From what I can tell, this will affect Bear tanks more than most. Since they don't use shields, Dodge is the mitigation of choice for them. Am I right, or off the wall?

This affects DKs as well... no shields there either. Warrior and Pally tanks should be happy though...

It affects everyone. Every tank loses 20% avoidance. DKs and to a greater extent, Bears stack more dodge than a standard tank because they have less options for avoidance. So While a pally with 30% dodge now has 10%, a bear would have 40% down to 20%.
I suppose that the other tanks have options, like trying to stack more parry than dodge, but parry diminishes faster than dodge, so that won't go very far.
Anyway, it's all pointless QQ anyway. Blizz wants ALL tanks to have less avoidance. They can lower the boss's damage, but apply it more frequently to make for more predictable damage patterns. That makes healers smile, because they can heal more effectively. If you are taking steady, constant damage, it's easy to predict how much damage you are going to be taking, and easy to choose the right heal. As it stands, you may take no damage for a while, then lose half your health. And if you get unlucky and get hit twice, boom. Big heals take a long time to cast.
This way, the boss could be applying constant damage, with CD abilities that hit harder. Healers can save their big heals when they know a big hit is coming, and not have to worry that the tank is taking 20k hits every time they miss a dodge/parry.

@Drevan: I'm a pally tank. And I'm not happy for this poorly conceived solution blizzard wants to implement.
But the Righteous Defense Blog predicted something like this would happen, since the way players scaled with gear and the stat inflation is making Spike damage the only way to put some pressure on a tank, and Stamina the only desirable stat to counter it.
But it's true that this sunwell radiance 2.0 thing will make druids the less desirable tank for Icecrown.
I'd have done something like 15% dodge, 10% parry, 5% block.
