I'd very much like to see a kind of account-bound reputation system. Much like the one built into XBox Live. It would require a bit of an overhaul to make it viable for wow, but it could certainly go a long way. It wouldn't be game breaking to receive one or two bad ratings but it would be easy to spot a ninja.

That I like, though if a new player screwed up twice in deadmines, they'd be landed with 8 bad reports, and never be trusted by anyone, ever.
