It looks like all the servers on a battlegroup share a cluster (which is why they can do cross-realm PvP and now dungeons - the cross-realm instances are on their own computer that every server on the battlegroup uses).
Considering the Oceanic servers are scattered amongst battlegroups, they clearly can't. If they shut down a battlegroup for maintenance, they have to take down an Oceanic server. I guess they've decided that the development overhead to move Oceania servers into their own battlegroup during maintenance isn't worth the effort - and even then they'd have to shut down anything tied to the old battlegroup, and bring down the servers during prime time to cut it across to the maintenance servers.
(This is why, when there are rolling restarts, Oceanic server resets are at a much later time. They don't need to shut down the entire battlegroup, and so they're able to throw Oceanic players a bone.)
