Unless I am mistaken I think that they mentioned this "tax" at Blizzcon and it was stated that only gold looted in raids would be taxed.

If a guild leader enforces a tax you don't like find a new guild.
This will be a feature that guilds can decide on together and I'm sure it is something that some guilds will actually benefit from. Especially ones that allow people to repair from guild funds.

Wouldn't this money probably just go to repairs and materials anyway?

Yikes, everyone is freaking out over nothing.
They said at Blizzcon:
"If at least 75% of your instance group is composed of guildies, then every boss will drop bonus gold that will go to the guild bank."
That is the tax they are talking about. You aren't going to be getting any less gold than usual. This is just a nice way to get gold into the guild bank. Every time a boss dies in a guildie run, the bank gets money. Sounds great to me.
They aren't going to be taking your money from quests, or charging perodic taxes from your "savings". Stop freaking out. It is fine.

It *might* go for repairs and materials, but for whom? I know of guilds where the only person allowed to draw on guild funds for repairs was the GM... and he did so.
The guild tax wouldn't bother me so much, if there's a way to guarantee that you're getting something for it. The details are thin, so I'm speculating, but if a raiding guild imposes a tax on its members, and only a small subset of the membership is ever chosen to go on raids (the rest being told they are on "standby", and "your turn will come"), then I can see where the non-chosen guild members never get any real benefit.
I know: they can just leave the guild. But up to the point where these changes take effect, there's no real penalty to leaving. After this, there will be. That is the point, after all.

Where do you think the money in your guild bank comes from, anyway? You think just a handful of people should be putting all the gold in for everyone to use? Or perhaps you'd rather just see a zero down there at the bottom.

Just to let ya'll know...its human nature to freak out about taxes. Generally, if people hear more taxes, they freak out, thinking the higher-ups have enough money and are just corrupt people who are doing their jobs and should be kicked out. Generous people who want to work towards a common goal are ok, but the masses see taxes, and start pulling out the lolcat pictures that all have some expression of disbelief and outrage.
