the tax was stated at blizzcon, it does come off everything BUT, it also makes it so mobs drop more money, and that extra money is what goes to the tax, you dont lose any money, they will still drop x gold for you, the extra y gold they drop is what goes to the "tax".

If this is the case, then I'll set my guild tax to the max amount - the higher the rate, the more money for the guild with no detriment to the members - Can't see how anyone wouldn't charge the max amount - its just free money using those rules.
