Patch 3.3 PTR: WoW moves towards shorter cooldowns

These shorter cooldowns will see more abilities in play, figuring more into dungeons, questing, or world PvP. Most of these abilities still won't see action in Arenas, where the allowable spells have been limited to abilities with cooldowns below ten minutes (down from fifteen). The change appears to be a direct result of many spell cooldowns being reduced.
This continues a trend in shortened cooldowns, reflecting what Ghostcrawler said in one thread about how Blizzard "in general (has) been moving away from long cooldowns, anyway." Players saw this when the iconic long-cooldown ability Lay on Hands -- an inevitable Patch 3.3 candidate for a nerf -- became usable every 20 minutes from a formerly mind-numbing one hour. More abilities are now being adjusted to be usable more often and, when necessary, balanced accordingly. Check out the full list after the jump.
Death Knight
- Raise Ally now has a 10 min cooldown. (Down from 15 min)
- Army of the Dead now has a 10 min cooldown. (Down from 20 min)
- Night of the Dead now reduces the cooldown of Army of the Dead by 2/4 min. (Down from 5/10 min)
- Tranquility now has a 8 min cooldown. (Down from 10 min)
- Divine Intervention now has a 10 min cooldown. (Down from 20 min)
- Divine Hymn cooldown has been lowered from 10 to 8 min.
- Filthy Tricks now reduces the cooldown of Preparation by 1.5/3min. (Down from 2.5/5min)
- Preparation cooldown has been lowered from 10 to 8 min.
- Fire Elemental Totem now has a 10 min cooldown. (Down from 20 min)
- Earth Elemental Totem now has a 10 min cooldown. (Down from 20 min)
- Inferno now has a 10 min cooldown. (Down from 20 min)
The ramifications for such a move is pretty extensive, and it doesn't begin or end with those abilities. Shorter instances, less trash, easier quests, better guides in-game -- everything seems to be designed towards a faster, shorter, yet more rewarding playing experience. It's an interesting concept moving forward, and this philosophy will certainly shape the game (as well as the upcoming Cataclysm) and the way we play it.
Patch 3.3 is the last major patch of Wrath of the Lich King. With the new Icecrown Citadel 5-man dungeons and 10/25-man raid arriving soon, patch 3.3 will deal the final blow to the Arthas. I personally would like to see a cooldown on Bestial Wrath. I think a 30 second cooldown would be sufficient and please my fellow hunters.

I welcome the Soulstone changes with open arms. But I thought I read somewhere that they also were halving the druid's battle rez time?

Yes, I had heard that Rebirth would have a shortened cooldown, too (from 20 to 10 minutes, I believe), but it's not listed here. I also didn't see it in the last 3.3 PTR patch notes. Did they get rid of this or will it still happen?

10 mins is good enough, most bost fights don't last that long and if you wipe, it isn't to bad to wait a couple minutes for all cool downs. The way it is now it is like every other fight you get to use your cool down.

If there was a glyph that could prevent the Army of the Dead ghouls from attacking I think a six minute cooldown would be fantastic. As it stands, though, as a pally tank I'm reduced to a sub-par DPS for the bulk of every where the army come to play, so I'm not as thrilled as I might be.

They don't taunt raid bosses, so once you step out of heroics you'll be alright.

Yes, Druid's B-rez(Rebirth) is getting changed from 20 to 10 minutes.
Isn't a shamans self-rez getting changed too?

I believe they were considering dropping it to 30 minutes base, 15 minutes talented for Resto. Ghostcrawler made a post which the shaman community widely derided for being grossly misinformed saying that they believed shamans would exploit a shorter cooldown for mana regen and instant teleports (how he thought the skill worked is anyone's guess).
So yes, it's going down, but untalented its' still going to be on cooldown three times as long as the competition.

I think this makes perfect sense.
They've already said they aren't going to be adding many new abilities, if any, with the new level cap being only 5 levels (and honestly, there isn't really any room on my action bars for new abilities) so making existing abilities usable more often seems like the next logical step.
It will take some getting used to though. I still rarely use LoH as often as I should bcuz i'm still used to the old-school 1hr CD. o.0

Raid Lead: "Hmmm, ok. Let's take a *short* 5min break"
DK: "My army of the dead will be ready again in 7 min..."
Raid Lead: "Ok, everyone be back here in 6 minutes"
12 minutes later...
Raid Lead: "Where the hell is everyone?"

Also, looking at that rogue change, was that just because of rogue specs that didn't go as far as Dirty Tricks in Sub for hybrid specs, etc? Otherwise they might as well have kept it that way.

I'm not a fan of how "easier to accomplish with more rewards at the end" is mistaken for "more rewarding".
That's like games being considered "mature" for having "mature language".

Apparently on the PTR, the Glyph of Fire Elemental is further reducing the cooldown to a scant two minutes, meaning we can put another FE down right after one expires. It probably won't go live that way, but holy crap it'd be awesome.

They need to extend the CD on Army of the Dead to once a year if you not a tank! LOL
